
Political Party System
According to official data of the Federal Registration Service there are 17 officially registered political parties in Russia (November 2006).
Political parties activity is regulated by the Federal law “On Political Parties” passed by the State Duma on June 21, 2001. Having tightened the registration conditions, this law stimulated transformation of the already existing public organizations into political parties and contributed to passing away of the parties-phantoms. On December 3, 2004 the State Duma adopted amendments to the law “On Political Parties” to increase the minimum number of party-members from 10000 up to 50000 and from 100 up to 500 members in the regional party departments. Political parties that have already passed the official registration should meet the new requirements up to the 1st January, 2006.
Next step for the Russian political party system development was a Federal law “On Elections of Deputies of the State Duma” adopted in November 2002. The law establishes a new 7% barrier for parties to enter the State Duma (this rule will come into effect at the election in 2007). According to the law, the parties passed into the State Duma of the 4th convocation are given considerable preferences including resources to reimburse for part of their pre-election expenses as well as getting public financing and opportunity to propose their candidates at the elections of all levels without providing a collection of signatures or election deposit granting.
A new law on elections to the State Duma adopted on President’s initiative on April 22, 2005 is another promotion to the party system development. The new law provides for transition to the proportional system of composition of the State Duma as early as at the elections in 2007. The law also prohibits the party blocs forming. Experts claim that it will spur up party system structuring and promote party development in the regions.
There is an opinion that initiatives of President Vladimir Putin and his team, as concerns party system development, aim at composition of the State Duma on the basis of 2 or 3 relatively large political parties.
