Print version

Political monitoring, November 2009

The preparations for the local government elections has transferred to an active phase. Despite number of local and foreign actual problematic, election campaign and corresponding legislation are actively highlighted in media.

The preparations for the local government elections has already been launched. After the authorities rejected the initiative of the Alliance for Georgia about 50% election barrier for the mayor’s election and offered as an alternative 30%, the alliance initiated 45% as an alternative. The national movement has not changed its position and parliamentary opposition supported it.

On the basis of the constitutional amendments, out of turn local government elections should be held not later than June 1, 2010. Tbilisi Mayor will be election in a direct manner. Some candidates have already been nominated: Gigi Ugulava, Irakli Alasania, Zviad Dzidziguri, Koba Davitashvili, Davit Iakobidze and Gia Chanturia (the concrete information about Chanturia has not been released yet). The initiative of the Conservative Party about holding a primary has not been decided finally yet – it is not clear who will take part in it and it is not obvious the format of the primary the participants will agree on as well.

Parliamentary and non-parliamentary opposition get acquainted with the initiative of the leader of the Labour Party Shalva Natelashvili about holding elections under the UN aegis. Opposition parties share the mentioned initiative though they consider that UN is organizing elections basically in not formed states and it will be more real to involve international European organizations in this process.
